One day in July 1941, 150 Jewish men from the town of Teleneşti were taken to a ravine near the village of Budǎi, south of Teleneşti. Upon the orders of the chief of the Gendarmerie, Alexandru Neagu, the men were divided into groups, roped together, and positioned on the lip of the ravine. They were then shot by the Romanian gendarmes, and their bodies fell into the ravine. On the second day after the shooting, local residents buried them in three mass graves at the site.

From the testimony of Safronii Purice, who was born in 1901 in Teleneşti and lived there during the Romanian-German occupation
…The [Jewish] men were shot on the outskirts of the town of Teleneşti, in the direction of the village of Budǎi. After the shooting, I personally saw the bodies of 150 [Jewish] men lying in the ravine. Upon the orders of the chief of the section [i.e., the Gendarmerie], [during the shooting] several people were tied together with ropes. After the shooting, local residents buried the bodies on the outskirts of the town of Teleneşti, where I, too, was present. The men were buried in three mass graves….
We, the undersigned…, have compiled the following report:
In the period between July 14-15, 1941…, local [Jewish] residents were shot by the Romanian-German occupiers. The victims' bodies were piled in a field by local residents and buried in three graves not far from the town of Teleneşti. The [ChGK] committee has established the following:
1. The Romanian-German occupiers carried out the shootings beyond the town of Teleneşti, in the direction of the village of Budǎi…, about 1.5 kilometers from the village, on the right side of the road, at a ravine that had been formed by a waterfall. The shooting took place on the lip of the ravine, and, in the course of it, the bodies fell into the ravine.… There were 150 bodies in the ravine. They [local residents] dug three mass graves, and they [the Jewish men] were buried in them on the second day after being shot by the Romanian-German bandits. The exhumation has determined [the following]:
2. The murdered civilians, numbering 150, all of them Jewish men, have been found in the ravine in three mass graves. One girl was shot and buried with the men. She has been identified based on her skeleton and clothes. As the bodies are badly decomposed, it has been impossible to ascertain the victims' identities.… The shooting of the Jewish residents of Teleneşti was organized by the chief of the section…, Philip Mincu, and the chief of the post [i.e., head of the Gendarmerie]…, Alexander Neagu. This particular shooting was carried out by the men of the section chief and the post chief [i.e., the gendarmes], who were subordinated to the Romanian-German authorities.
