According to one testimony, apparently on June 30, 1941 the Germans caught several dozen Jews who were mostly associated with the NKVD (Soviet secret police) on Panienski Bridge in the town and shot them to death on the spot.

Zwi Cunski, who was born in 1907 in Kozin near Dubno and lived in Dubno during the war years, testified:
… On the Panienski Bridge [the Germans] caught the [Jewish] head of the military store – Prinzantel, and all other NKVD [Soviet secret police] [Jewish] people, and the head of the [local] NKVD Vinokur. All of them were caught and shot to death on the bridge.
