The town of Starobelsk lay outside the Pale of Settlement prior to the Russian Revolution. Therefore, no Jews lived there on the eve of World War II. However, in the aftermath of the German invasion of the USSR on June 22, 1941, the Starobelsk County came to house a large number of civilian evacuees, including some Jews. German troops occupied Starobelsk on July 12, 1942. In late July and August 1942, German soldiers murdered some 200 people, including approximately five Jews, at a pit on the road from Starobelsk to Svatovo. The Red Army liberated Starobelsk on January 23, 1943.
