The first mention of Jews living in Novaya Chertoriya (Chartoriya then) dates to 1787. By 1914 Jewish owned small businesses were an important part of the village economy. Several local shops, as well as s lumber warehouse and a mill in the village belonged to local Jews. In 1926 the town's 316 Jews comprised about 15 percent of the total population. In 1937 Novaya Chertoriya became part of the Zhitomir District.

The village was occupied by German troops in early July 1941. Soon the village head made a list of the Jews. In late November 1941 the Jews were shot to death. Only a few of them managed to escape from the village and survive.

Novaya Chertoriya was liberated by the Red Army in early January 1944.
