Jews first settled in Rylsk at the end of the 19th century. In 1926, under the Soviets, there were 245 Jews living in Rylsk out of a total population of about 11,000.

German forces occupied Rylsk on October 5, 1941. They killed a number of Jews during the occupation of the town.

Rylsk was liberated by the Red Army on August 31, 1943.
