Uchastok 13 (The 13th Plot) was a Jewish agricultural colony established in the 1920s with financial support from the Committee for the Settlement of Toiling Jews on the Land (KOMZET). The colony was included in the Emes rural council. In the late 1920s and early 1930s the 13th Plot was incorporated into the Jewish kolkhoz Royter Shtern (Red Star). The 13th Plot and the surrounding area were occupied by the Germans in the late summer-early fall of 1941. About 120 Jews living on the Plot were the victims of looting on the part of local Ukrainian residents. The Jews were forced to perform hard agricultural labor before they were murdered in late September 1941 in the vicinity of the village. After the war the village was renamed Vetrovoye and was included in the Kherson District.
