Icor was a Jewish agricultural settlement founded in 1923 by 40 families. The name of the settlement is an abbreviation of the Yiddish name of the American Organization for Jewish Colonization in Russia (ICOR). A Jewish ethnic soviet (council) and a Yiddish primary school were located in the village.

In 1932 about 200 Jews lived in Icor. A majority of Icor's Jews managed to leave the village before the arrival of German troops in late October 1941. Early in the German occupation all remaining Jews of Icor, about 30 people, were registered and subjected to various forms of abuse before being murdered at the end of December 1941 outside the village. A Jewish woman whose husband was a Red Army officer succeeded in escaping this massacre but later was betrayed by a villager and murdered near her house, together with her small children, in February 1942 by a company of the 683rd Motorized Feldgendarmerie Unit.

Icor was liberated by the Red Army in April 1944. In 1945 it was renamed Romashkino.
