The archives were founded in December, 1939 and named the Volyn Regional Historical Archive, reporting to the Volyn Regional Archive Department of the Ukrainian People's Commissariat of Internal Affairs. In 1941 it was given a new name – the State Archives of the Volyn Region. The archive was closed from June 1941 until March 1944, during the Nazi occupation.
