The letters were sent to the Generalkommissaere, the commissioner dealing with Jews who received an exemption from wearing the yellow badge, to several Protestant Jews, to Jews for whom Frederiks or van Dam personally intervened on their behalf, and to Jews living in intermarriages who underwent sterilization.
