Status of the Kampfverbaende (National units) within the Wehrmacht, including the Armiya Vlasova and Ukrainian, Tatar and Caucasian detachments; definition of the units by Keitel, as "Black Armies"; definition of the units by Hitler, as "volunteers"; it is Hitler's opinion that use must be made of the Ukrainians as replacement workers for the half-million Jews who "went away", and not as soldiers, in opposition to Erich Koch, the Reichskommissar (Reichs commissioner) in Ukraine, who is interested in keeping the Jewish manpower;
