The aim of its establishment was the advancement of settlement in Eretz Israel and the purchase of land by means of the JNF. The purchase of land enabled the working of the land and the advancement of the ideas of the world JNF. According to the covenant of 1934, the aim of the organization was the advancement of settlement in Eretz Israel and the preparation of Jewish workers to make aliya from Latvia to Eretz Israel. According to the covenant of 1938, the aim of the organization was the advancement of settlement in Eretz Israel and to promote the ideas of the world JNF, to improve the soil and land of Eretz Israel. The organization is obligated to assist needy immigrants in Eretz Israel and to advance the idea of the need to oversee agricultural expertise among the Jews of Latvia. The organization was closed by the Minister of Public Affairs on 23/07/1940.
