Łukowa, the largest of the villages in the Lublin District, is located in the southeastern part of Biłgoraj County and was the seat of the municipal administrative unit (gmina). In 1921 its Jewish population stood at 182. According to Estera Fefer, who moved to the village in August 1940, 214 Jews lived there in 1942.
German forces entered Łukowa on Friday, September 15, 1939, plundering Jewish stores and imprisoning some 500 Polish and Jewish men in a church for four days. The Red Army entered the area about ten days after the Germans, and at this time some Jews fled from Łukowa to the Soviet Union.
